Official 11-99 Statement Regarding Paul Pelosi’s DUI Arrest & Conviction

After evaluating the events that led to Mr. Pelosi’s arrest and conviction, we are revoking Mr. Pelosi’s lifetime membership with the CHP 11-99 Foundation effective immediately. A letter to Mr. Pelosi informing him of this termination was mailed out yesterday.

The mere presentation of his 11-99 Foundation identification credentials to law enforcement made it appear that he was presenting them for preferential treatment whether that was the case or not which violates the terms and conditions he agreed to on his membership application.

These actions reflected poorly on the 11-99 Foundation and undermined our important mission. In our letter to Mr. Pelosi, we requested that he return all membership items he was issued upon joining the 11-99 Foundation as an Original Lifetime Member in 2003 (equivalent now to our Classic Member since we only had one membership level at that time). Once we receive all membership items back, he will be refunded what he has paid in membership dues and store order forms – $1,908 total. We do not refund straight donations, only dues or fees associated with membership goods. This is the standard process we follow for any membership termination.

We’d like to remind all our members and the public that the purpose of the 11-99 membership is to show support for the sacrifice and life-saving work CHP employees carry out daily across the state to keep our families safe. We will continue to evaluate any violation of our membership terms and conditions that is brought to our attention with due process and revoke any member who is found to violate those terms.

The overwhelming majority of our members truly support the 11-99 Foundation because of the work we do to support grieving spouses, families whose children have been diagnosed with a terminal illness, and temporary housing for CHP families who lost homes due to wildfires or other natural disasters, and our vocational and academic scholarship program for CHP children. We are proud that over the past forty years we have provided more than $45 million in assistance to CHP employees and their children. We value our members’ support and will continue to protect our mission and uphold our policies and procedures moving forward.

We were made aware of the incident involving Mr. Pelosi by news media sources and understand this is an ongoing investigation so we do not yet have all of the facts. All new 11-99 membership applicants must undergo criminal and driving record background checks to be approved as a member of the CHP 11-99 Foundation so that we may ensure the reputation of the Foundation remains intact and members are joining to support our mission of providing emergency assistance to CHP employees and their families, and scholarships to their children.

Any active 11-99 member who brings the Foundation’s name or property into law enforcement contact is in direct violation of our Membership Terms & Conditions Agreement that all approved applicants agree to and sign when they join. In part, that policy states, “If I am accepted, I understand that (a) the identification materials issued shall remain the sole property of the CHP 11-99 Foundation, (b) association does not authorize me to exercise any (i) peace officer powers or privileges, or (ii) leniency or preferential treatment in any contact involving a law enforcement agency, (c) any abuse of association privileges or property shall result in my immediate termination, and (d) my association may be revoked at any time without cause and at the sole discretion of the CHP 11-99 Foundation. I agree to surrender, for any reason, all donor benefits, and identification materials, including license plate frames, upon request by the members of the CHP 11-99 Foundation’s Board of Directors or their agent.”

Members of the 11-99 Foundation are issued member ID cards which include the year they joined, current membership level, and their member ID number as is common practice with numerous membership-based foundations and associations. These cards are used to identify our members at various public and private events and to show pride in membership and support of the CHP.

We will await the outcome of this trial and will evaluate Mr. Pelosi’s membership status once we have all of the facts, as we do in any membership status evaluation. If it is proven he violated our terms and conditions (as stated above), we will revoke his membership and we would request that all membership items be returned as they are property of the 11-99 Foundation. Once we receive those items, we would issue a refund of any membership-related contribution he’s made to the Foundation. Historically, the 11-99 Foundation has revoked memberships upon completion of a trial, or after all of the evidence is presented showing a violation of our Membership Terms & Conditions Agreement. We will continue to hold fast to our standard policy and procedures, no matter who the member is in question.
